A POLÍTICA EXTERNA DO BARÃO DO RIO BRANCO SOB A ÓTICA DOS PARADIGMAS DAS RELAÇÕES INTERNACIONAIS E O MODELO CARISMÁTICO DE TOMADA DE DECISÕES

Resumo

O artigo em questão realizará uma breve abordagem histórica da Política Externa Brasileira (PEB) no recorte temporal que compreende o período da chancelaria do Barão do Rio Branco (1902-1912). Este trabalho de pesquisa bibliográfica pretende apreender, em linhas gerais, as características básicas da PEB no intervalo temporal do final do século XIX até o início do XX. Concomitantemente, se propõe indicar que o Estado apesar de ser predicado e não sujeito social, arena das fricções dos segmentos classistas continua sendo o principal ator das Relações Internacionais e da PE, uma vez que ele representa empresas em litígios nas Organizações Internacionais, a exemplo da Organização Mundial do Comércio e, é interior da instituição estatal que a PE passa a ser concebida, implementada e avaliada. Ademais, o presente estudo salienta a importância de se apreender a configuração básica do sistema internacional de poder e a dinâmica do processo de tomada de decisão, como ele se forma e as instituições que nele interagem. Por fim, nossa análise assinala a vigência de paradigmas das RI (tais como o Realista e o Racionalista), que orientam a PEB e estabelecem os modos diferentes de inserção internacional do Brasil no alvorecer do século passado. Trata-se de um texto que atesta que o passado ainda reverbera no presente transcendendo, por conseguinte, o exemplo da PEB no que concerne superar o passado, questionar o presente e produzir um futuro novo.

THE EXTERNAL POLICY OF THE BARÃO DO RIO BRANCO UNDER THE OPTICS OF THE PARADIGMS OF INTERNATIONAL RELATIONS AND THE CHARISMATIC MODEL OF DECISION-MAKING

The article in question hold a brief historical approach of the Brazilian Foreign Policy in the time frame that covers the period of the Baron of Rio Branco’s Foreign Ministry (1902-1912). This bibliographic research work aims to grasp, in general, the basic characteristics of the BFP time interval from the late nineteenth century to the early twentieth century. At the same time, it is proposed to indicate that the state despite being predicate and not a social subject, arena frictions of classist segments remains the main actor of International Relations and FP (Foreign Policy) once it represents companies in disputes in international organizations, such as the World Trade Organization and is within the state institution that the FP shall be designed, implemented and evaluated. in addition, this study highlights the importance of understanding the basic configuration international system of power and the dynamics of the decision-making process, as it forms and institutions that interact in it. Finally, our analysis indicates the presence of the IR paradigms (such as Realistic and Rationalist), which guide the BFP and establish different modes of Brazil’s international insertion in the dawn of the last century. This is a text stating that the past still reverberates in this transcending therefore the example of BFP concerning overcome the past to question the present and produce a new future.
